Obstruction

Imagine, at the height of rush hour, with hundreds of people trying to get up the stairs of a midtown subway station, there is an obstruction.

Someone is walking very slowly up the stairs, reading a book.

Narrow staircase, slow moving person, rush hour.

Question: is it OK to push that person out of the way?
